{"id":6077,"date":"2023-03-09T12:37:24","date_gmt":"2023-03-09T17:37:24","guid":{"rendered":"https:\/\/disciplescef.org\/blog\/?p=6077"},"modified":"2023-03-09T13:20:01","modified_gmt":"2023-03-09T18:20:01","slug":"colorado-church-heartside-hill-affordable-childcare-housing-crisis","status":"publish","type":"post","link":"https:\/\/disciplescef.org\/blog\/colorado-church-heartside-hill-affordable-childcare-housing-crisis\/","title":{"rendered":"Colorado church leading the way in addressing childcare and housing crisis"},"content":{"rendered":"<p style=\"font-weight: 400;\">With a <a href=\"https:\/\/www.census.gov\/quickfacts\/fortcollinscitycolorado\" target=\"_blank\" rel=\"noopener\">population<\/a> of 168,000, Fort Collins, CO, is by no means a metropolis, yet it struggles with issues that many densely populated areas of the United States and Canada currently face: finding affordable housing and childcare.<\/p>\n<p style=\"font-weight: 400;\">But by leveraging strong partnerships and sharing the 11 acres of land where the church building sits, <a href=\"https:\/\/heartoftherockies.org\/\" target=\"_blank\" rel=\"noopener\">Heart of the Rockies Christian Church (Disciples of Christ)<\/a>, (HRCC) is providing an astonishing level of relief for this mid-sized community.<\/p>\n<div id=\"attachment_6078\" style=\"width: 524px\" class=\"wp-caption alignright\"><img decoding=\"async\" loading=\"lazy\" aria-describedby=\"caption-attachment-6078\" class=\"wp-image-6078 \" src=\"https:\/\/disciplescef.org\/blog\/wp-content\/uploads\/2023\/02\/HRCC-aerial-shot-.png\" alt=\"\" width=\"514\" height=\"293\" \/><p id=\"caption-attachment-6078\" class=\"wp-caption-text\">An aerial shot of the land, capturing most of the 11 acres purchased at the intersection of Lemay &amp; Trilby in Fort Collins, CO by the Central Rocky Mountain Region in 1993.<\/p><\/div>\n<p style=\"font-weight: 400;\">HRCC\u2019s partners include <a href=\"https:\/\/disciplescef.org\/\" target=\"_blank\" rel=\"noopener\">Disciples Church Extension Fund (DCEF)<\/a>, which supported the <a href=\"https:\/\/disciplescef.org\/borrow\/construction-loans\/\" target=\"_blank\" rel=\"noopener\">construction<\/a> of the congregation\u2019s building in 1999 and more recently its efforts to improve its <a href=\"https:\/\/disciplescef.org\/blog\/heart-rockies-uses-technology-funding-learn-connect-flourish\/\" target=\"_blank\" rel=\"noopener\">technology<\/a>. DCEF continues to support HRCC through <a href=\"https:\/\/disciplescef.org\/invest\/\" target=\"_blank\" rel=\"noopener\">investments<\/a> and <a href=\"https:\/\/disciplescef.org\/fundraise\/\" target=\"_blank\" rel=\"noopener\">capital campaigns<\/a>. Furthermore, the <a href=\"https:\/\/preview.crmrdoc.org\/\" target=\"_blank\" rel=\"noopener\">Central Rocky Mountain Region<\/a>, which purchased the HRCC land when the congregation first launched, is another Disciples-related partner.<\/p>\n<p style=\"font-weight: 400;\">But as Heart of the Rockies launches the <a href=\"https:\/\/www.heartsidehill.com\/\" target=\"_blank\" rel=\"noopener\">Heartside Hill<\/a> housing project, they leverage their greatest assets to address the most pressing issues in Fort Collins \u2014 by developing partnerships with other faith-based organizations.<\/p>\n<blockquote>\n<p style=\"font-weight: 400;\">\u201cFrom the beginning, we saw something bigger for this land,\u201d says Rev. Melissa St. Clair, Heart of the Rockies senior minister. \u201cIt wouldn&#8217;t just be land that we use to serve and meet the needs of our own congregation\u2026 it would be used to support and sustain our community.\u201d<\/p>\n<\/blockquote>\n<p style=\"font-weight: 400;\">HRCC provides the property, while another partner builds and manages apartments for low-income residents; another sponsors the construction of single-family homes, and yet another lends support specific to disabled adults and their assistants.<\/p>\n<div id=\"attachment_6091\" style=\"width: 446px\" class=\"wp-caption alignleft\"><img decoding=\"async\" loading=\"lazy\" aria-describedby=\"caption-attachment-6091\" class=\" wp-image-6091\" src=\"https:\/\/disciplescef.org\/blog\/wp-content\/uploads\/2023\/02\/Site-plan-and-CARE-Housing-model.png\" alt=\"\" width=\"436\" height=\"327\" \/><p id=\"caption-attachment-6091\" class=\"wp-caption-text\">Overall site plan and CARE Housing model used to present the project to Gov. Jared Polis and other local elected officials in March 2022.<\/p><\/div>\n<ul>\n<li><a href=\"http:\/\/www.carehousing.org\/\" target=\"_blank\" rel=\"noopener\">CARE Housing<\/a>, a nonprofit housing developer that serves people who earn between 30 and 60 percent of the area\u2019s median income, will provide 71 units of affordable one-to four-bedroom apartments. The hope is this stable, low-cost rental housing will provide a launchpad for homeownership.<\/li>\n<li><a href=\"http:\/\/www.fortcollinshabitat.org\/\" target=\"_blank\" rel=\"noopener\">Fort Collins Habitat for Humanity<\/a> will construct nine single-family homes through Poudre Builds, a program that partners up the organization with two geometry classes at Poudre High School, each of which builds half of a house over the course of a school year.<\/li>\n<li><a href=\"http:\/\/larchefortcollins.org\/\" target=\"_blank\" rel=\"noopener\">L\u2019Arche Fort Collins<\/a>, which provides host homes and supportive services for adults with intellectual and developmental disabilities, will be building two homes for these adults and their assistants.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">HRCC retains two acres for the church building. Additionally, a centrally located green space &#8211; including a community garden and neighborhood playground &#8211; offer an open feel to the new neighborhood.<\/p>\n<blockquote>\n<p style=\"font-weight: 400;\">\u201cThe biggest thing is collaboration,\u201d says Sue Anderson, a nearby resident, long-time HRCC member, and the co-project manager of Heartside Hill\u2019s steering team. \u201cHeartside Hill, it&#8217;s bigger than what we (HRCC) can do ourselves. And it&#8217;s going to be so much better because of partnership.\u201d<\/p>\n<\/blockquote>\n<div id=\"attachment_6081\" style=\"width: 403px\" class=\"wp-caption alignright\"><img decoding=\"async\" loading=\"lazy\" aria-describedby=\"caption-attachment-6081\" class=\" wp-image-6081\" src=\"https:\/\/disciplescef.org\/blog\/wp-content\/uploads\/2023\/02\/Heartside-Hill-Steering-Team-project-presentation.png\" alt=\"\" width=\"393\" height=\"393\" \/><p id=\"caption-attachment-6081\" class=\"wp-caption-text\">Members of the Heartside Hill steering team on the day we presented the project to Gov. Plans include a community building with space for an early childhood center to serve up to 100 children, funded in part by a <a href=\"https:\/\/www.msn.com\/en-us\/news\/us\/larimer-county-commissioners-give-2m-for-child-care-center-at-heartside-hill\/ar-AA12oWmw\" target=\"_blank\" rel=\"noopener\">USD $2 million<\/a> commitment from the local county in September. The building also includes space for a pediatrician\u2019s office, some of Heartside Hill\u2019s mission partners, a potential partnership with Boys\u2019 and Girls\u2019 Club, and offices and administrative space for HRCC.<\/p>\n<p style=\"font-weight: 400;\">That\u2019s where the ongoing relationship with DCEF picks up again: helping the congregation raise the capital funds needed to reconfigure their existing building and for that additional space in the community building.<\/p>\n<p style=\"font-weight: 400;\">The church has outgrown its 20+-year-old building, so DCEF Building and Capital Services Advisor Jim Michel is helping address <a href=\"https:\/\/disciplescef.org\/plan\/architectural\/\" target=\"_blank\" rel=\"noopener\">architectural<\/a> needs. Furthermore, the church has invested a portion of its building reserve fund in interest-earning Investment Notes at DCEF.<\/p>\n<blockquote>\n<p style=\"font-weight: 400;\">\u201cDCEF has allowed us to come to the table with our partners and feel like we have someone who is putting our interests first,\u201d Rev.
